The problem this solves

Migrations rarely fail because somebody forgot redirects entirely. They fail in the details: redirect chains three hops deep, a staging robots.txt that ships to production, canonical tags still pointing at the old host, a sitemap that lists URLs the new CMS never generated. Each of those is small. Together they cost a quarter of recovery time.

The other failure mode is timing. SEO gets consulted the week before launch, once the URL structure is already locked and the only remaining option is to redirect around bad decisions rather than prevent them.
