The problem this solves

Audits go stale. A fix list agreed in March is half-obsolete by June, because the product shipped four releases and the site is not the site that was audited. The technical debt that was cleared comes back, one deploy at a time, and nobody notices until a quarter of traffic has quietly flattened.

Open-ended retainers have the opposite problem: nobody can say what was bought. So this one is capped, planned in advance, and reported against the plan. If we do not use the hours, you are told.
